Program TEMPUS “Energy” Management meeting N2

1. Adoption of the agenda of the meeting

Decision: to accept agenda of the meeting

2. A short overview of the project progress 

A. Zabašta informed participants about current state of the agreement adoption by different institutions. It was pointed to insufficient activity of all Partner Universities regarding equipment purchasing. All partner universities are called to provide activities in order to start purchasing procedures. Partners are called to inform RTU regarding the state of purchasing of equipment.

Decision: to begin the development of specifications without delay and to achieve commitment with purchasing authorities of partner universities regarding time schedule of tenders.

3. Dissemination of information about project realization

A. Zabašta (Latvia, RTU): according to requirements of the TEMPUS project, every institution should provide at least one publication about the project realization. Electronic version of publication (or screen-shot of corresponding web-site) should be submitted to RTU.

4. Confirmation the table of content of study courses to be developed

4.1. A. Fedotov (Belarus, BSU), “Energy effective materials”

The philosophy and content of course and also a list of possible laboratory practices were expounded.

Decision: to accept the proposed content of the course and the presented list of possible laboratory practices.

4.2. R. de Cremer (Belgium, KHBO), “Distribution of power energy”

The philosophy and content of course were expounded.

Decision: to accept the proposed content of the course.

4.3. R. de Craemer (Belgium, KHBO), “Wind Energy”

The philosophy and content of course were expounded.

Decision: to accept the proposed content of the course and to prolong the development of list of possible laboratory practices.

4.4. Ion V. Ion (Romania, DJUG), “Heat Pumps”

The philosophy and content of course were expounded.

The volume of course book to be created was discussed.

Decision: to accept the proposed content of the course.

4.5. G. Tamulaitis (Lithuania, VU), “Solar Energy and Photovoltaics”

The philosophy and content of course were expounded. The speaker noted that it is important to define the target group of this course before its development. For more effective development of course, it would be reasonable, when every chapter will be created by one Partner University. A. Patryn (Poland, KNU) proposed to use in this course “PolySun System Design” program package.

Decision: to accept the proposed content of the course.

4.6 A. Zabašta (Latvia, RTU), “Energy Saving Technologies”

The philosophy and content of course were expounded. Ion V. Ion proposed to join two paragraphs devoted to the use of biomass in the Chapter 1.

Decision: to accept the proposed content of the course.

4.7 A. Zabašta (Latvia, RTU), “Effective lightening”

The philosophy and content of course were expounded. G. Tamulaitis proposed to develop every separate part of course by one institution. However he did not insist to rearrange content of the course

4.8 A. Zabašta (Latvia, RTU), “Power electronics”

The philosophy and content of course were expounded.

Decision: to accept the proposed content of the course.

4.9 A. Zabašta (Latvia, RTU), “Gas- and hydrodynamics”

The philosophy and content of course and also a list of possible laboratory practices were expounded.

Decision: to accept the proposed content of the course and also the list of possible laboratory practices.

4.10 A. Zabašta (Latvia, RTU), “Hydrogen Energy”

The philosophy and content of course were expounded. A. Zabašta called colleagues from BNTU to increase activity in course development.

Decision: to accept the proposed content of the course.

5. Book format

A. Zabašta (Latvia, RTU) demonstrated the proposed book structure. In discussion took a part A. Fedotov, A. Zabašta, G. Tamulaitis, S. Azakov, N. Arsić. The questions concerning copyrights, as well as scientific and language quality were discussed.

Decision: To append to the book’s template a part “Basic terms, Abbreviations and Symbols”. Every institution is responsible for the quality of content and English of their own contribution. It is necessary to select technical and scientific editor (not necessary the course leader) for every Book, who should recommend to authors (institutions) to correct their parts of Book (if needed) to draw together their terminology, stiles and content with other Parts.

6. Project logo.

Two different project logos (from BSU and DJUG) were presented to vote. According to vote, the both logos have received more than half of dissenting votes (6 against BSU logo and 10 against DJUG logo). So no one was accepted.

Decision: to prolong collection of new offers either to improve the logo developed by BSU or to get new one.

7. Renewable Energy Sources conference

S. Azakov informed participants about the conference on Renewable Energy Sources to be held in Baku. The proposed time is spring 2014. A. Zabašta noted that it is reasonable to join this conference with one or two project workshops. It will be helpful, when every certain workshop will be devoted to certain problem (course presentation, overlapping change, etc.).

Decision: To recommend the end of March or the beginning of April 2014 for the next workshop in Baku (Azerbaijan) matched with the Conference on Renewable energy sources.

8. Administrative issues

8.1. Financial questions

The questions about VAT, tender details, acceptable costs were discussed.

Decision: RTU will submit to all participants the letter with clarification of the discussed financial questions after advices of project curator.

8.2. Time sheets and conventions

Decision: RTU will submit the template of time sheet and mobility report to all participants.

8.3. Timetable of reports and payments

A. Zabašta has informed participants about timetable of reports and payments and presented template of interim report.

Decision: RTU will submit to all participants the templates of progress and financial reports.

9. The next management meeting and two workshops

Decision: The next management meeting №3 and two workshops will be held 26-27.09.2013 in “Dunarea de Jos” University of Galati (Romania).

Discussions and decisions

1. Discussion about Laboratory classes available for courses to be developed by the Project

A. Fedotov, I. Ion and N. Arsic informed participants about the laboratory classes, which can be developed in the framework of the project implementation in accordance with table contents presented by course` leaders.

Decision: to prolong the development of list of possible laboratory practices in Universities of Azerbaijan.

2. Discussion about Laboratory equipment for Laboratory classes to be purchased

A. Fedotov presented the list of equipment to be purchased by Partner Universities for development of new laboratory practices.

Decision: to specify the list of equipment to be purchased by Khasar University and other Partner Universities due to appreciation for the planned equipment in quotations offered by companies.
